Shutdown & Turnaround Support
Shutdown windows compress engineering, access, manpower and commissioning into a fixed period. SMEC supports defined electrical, instrumentation and automation scopes with pre-shutdown engineering, material readiness, execution planning, loop checks, SAT and handover.
Make the Shutdown Window Count.
A planned outage compresses many interdependent tasks into a fixed period. Electrical modifications, instrumentation checks, PLC changes, protection testing and restart verification need clear work packs and pre-tested interfaces before site execution begins.
SMEC supports defined electrical, automation and instrumentation scopes through survey, pre-staging, testing, troubleshooting, SAT and handover.
Typical scope
- Pre-shutdown survey and work packs
- Instrument replacement and calibration
- Panel/control modifications

Project Evidence
Refinery Turnaround — Electrical and Instrumentation Restart Support
A scheduled plant shutdown provided a limited window for inspection and corrective work. The project summary covers protection checks, instrument loop testing, control backups and restart readiness.
Engineering Approach — The outage is won before it starts
A shutdown scope needs to be converted into executable work packs long before the outage begins. Site surveys, drawings, material availability, controller backups, isolation interfaces, testing responsibilities and contingencies should be resolved as far as practical in advance.
During the outage, electrical and instrumentation work must align with control changes, permit constraints and the restart sequence. Traceable test results, open-item management and coordinated SAT are as important as completing the physical modifications within the planned window.
Common questions
How early should a shutdown scope be reviewed?
Early enough to complete surveys, drawings, backups, materials review and any pre-staged FAT before the outage starts.
Can PLC changes and instrument calibration be coordinated?
Yes, as a defined scope with work packs, test records, interface checks and restart responsibilities.
What is needed for an outage quotation?
Shutdown dates, work packs, equipment lists, drawings, site access conditions and test requirements.
